Symptom
The system stops authorizing itself to the network and periodically resets the explorer.exe process. Additional symptoms include a flickering desktop for a non-administrator.
Cause
Windows Defender Credential Guard is enabled by default on Windows 11 22H2 after the July update.
Resolution
